He is merely a consultant--- from the future, obviously. Though he still is attempting to get SHIELD to get started on their own Jaegers, to be on the safe side.
He should be treated like anyone would treat an U.S. government official--- though not like the World Security Council. Stacker has his own version of them--- and he hates them just as much as Fury hates the WSC.
Has been to medical and has a better dosage of his medicine--- and he still hates taking them but it's needed so he does it. He just wants to keep things down to a minimum--- keep himself healthy as long as he can.
