It's the bar where Dawn finds her, downing multiple bottles of alcohol. What kind it is escapes Dawn, but from the amount of empties beside Willow one can only assume the alcohol percentage is either very high, or very low.
Either way, Dawn knows Will is going to be smashed by the morning if she keeps this up. Which is probably what Will wants anyways.
She and Kennedy broke up today. It wasn't a very pretty sight, the aftermath. Not really. Will has only been with three people in long term relationships. Four if you count the little affair she had with Xander, and only two of her exes are even alive.
It's a bad track record, but Dawn's is much worse. So she has no say, really.
The rest of scoobies aren't around. Xander went to South America or god knows where, Buffy's busy with the new slayers, and the only person who actually can comfort Will right now is Dawn. Hence, why she came to pick up Willow and save her from a major hangover.
Or at least one that could been much worse.

Dawn's dragging out a drunk Willow from the bar by her arm within five minutes. Willow's so smashed that it takes another ten to actually get her too the car. It doesn't help that Willow's decided she wants to “make snow angels on the grass pretty pleeaaasseeee Dawnie please??? I sweaaar to clean them up.” and constantly fighting against Dawn to go towards the grass, instead of the car where Dawn is dragging her towards.
Willow's giggling as Dawn puts her in the car and buckles her in. It's cute, Dawn thinks she takes a minute to try and calm down Willow.
Willow gives her a drunk shit eating grin, and Dawn thinks it's the cutest thing she's seen.
Minutes later they're on the road, back to the house full of new slayers and their new home.

Dawn's trying her hardest to get Willow into her pj’s when it happens.
One minute she's puffing out the pj’s so that they actually can be put on, the next she feels two hands on her face and a distinct pair of lips on hers.
It's somewhat shock, really. Willow is kissing her. Buffy's best friend and her long time role model. She's so shocked, that she doesn't realize she's kissing Willow back.
It's like heaven, in a metaphorical sense.
The logical side of her brain shut down. All thoughts of “Willow's only doing this because she's drunk” and “she doesn't really want to do this” out of the window. She hasn't been kissed in a few months, and even then she hasn't kissed many people. It's a sloppy and wet kiss. Willow's drunk and the kiss is drunk. It has none of the finesse that Dawn has seen Willow kiss Tara, or even Oz with but at the moment she doesn't care. All she feels is Willow on her mouth and a small, locked away dream come true.
She wants the kiss to last forever, but sooner rather than her preferred later, the kiss ends with Willow dissolving into a fit of giggles and playing with Dawn's hair. “You're verrry pretty Dawnie. Real preeeeetttyyyy. I like pretty things, do you?”
Dawn has a small smile on her face, some part of her realizing that Willow's drunken state means nothing, that Willow's sad and wanted someone to kiss while hammered off her ass.
Another part doesn't care, and the smile stays.
The rest of her though, is praying that somehow Willow's drunken affection is genuine,
