Animation quality isn't about budget, it's about allocating the resources through a consistent schedule with breathing room. The biggest issue with Black Clover anime isn't lack of budget, nor are those problems related with Studio Pierrot alone - but the rest of the production committee which oversees the project and makes decisions like episode amount, tv slot, and so on. The staff that works on the anime does not have enough time to properly animate these episodes, money is not the issue here
