1º - edit your pic and put a psd

2º - add a color fill of the color you want and set it to multiply

3º - select the image and press shift+ctrl+c to copy the edited layer and crtl+v to paste

4º - delete the color fill layer and set the colorized layer to screen

5º - while you press shift move the last layer to the position that you want

Option steps:

6º - with the erase tool delete the part that you don’t want to be colorized

7º - to get the same effect of the pic in the post add a b&w layer this way:
