On my City Hall WIP post, I talked about its intended use/function. @uerminosa asked how I'd achieve it and, so, here's my mods list so far. I might edit this if I change anything up.
name changes
Sim Manipulator
The sim manipulator lets you edit first name and last name independently, without having to copy the first name over.
graduations
3t2 Graduation Gowns (default + custom; set 2)
these gowns are far more pleasing, and have different stoles to simulate a real graduation gown. I'll only play with one uni so I don't need the extra colours. Plus, I plan making it available for adult sims as well so they can wear their grad stuff after aging up.
Graduation Caps (t$r) M | F
Hairs for adults. I plan to create a separate accessory for it so sims can have any hair at their graduation.
Graduation Party Clothing Mod
Makes all diploma-having students wear graduation gowns when throwing a graduation party. Also makes party guests dress in formal wear.
Community Lot Parties (Compatibility with New Parties)
This just allows sims to throw parties on comm. lots. I plan to throw it as a graduation party for one sim, and then manually graduate everyone afterwards. Plus, this'll allow me to have wedding parties on community lots as well.
Opportunity Pack Extension Speaker
Links to nearby podiums and allows sim speakers to be heard on different floor levels. This is absolutely vital for my graduation hall, as I have tiered seating.
active politics career
Voting is simply a spreadsheets and vibes operation. I'll keep track of each politician, their level, and the amount of family friends their household has. The more influential a sim is, the more likely I am to promote them up the ranks to becoming mayor. I'm nowhere near gameplay, so I'll iron out the kinks when I get there.
Simlogical Institution Sign (AL_Job2009)
Stops the carpool from coming, but sims can still drive to work. It doesn't lower job performance if they don't go to work that day. I intend on not using Community Lot Project for active careers, so they'll go to work normally after I've played out an entire work day.
Monique's Hacked Computer
Sims can write articles and gain skills, simulating working on the laptop while on the lot.
New Parties
Allows campaign fundraiser events to be held. Only politicians in Lvl 4 and above can throw these parties, and sims will donate to the active household. This party can only be held on Fridays between 7:00pm to midnight.
Opportunity Pack Lectern
This allows sims to give speeches and raise the skill points of all listeners. This'll be pretty handy when they're having all those fancy political meetings.

Transfer Lot Ownership
Lets you transfer lot ownership to sims that aren't in the active household.

Hi Anons! I’m very sorry it took me so long to get back to you all, but my PC was at a repair shop for a literal week (not even kidding :/) and I needed it to answer your questions properly! Sorry again for the delay in communication (especially to Anon 3, that ask’s been in my inbox for a while...) and thank you for your patience!
1. I compiled a small list of my favorite blushes here, it lists more or less all blushes I use on the regular! ^^ (I’m very partial to face-sculpting blushes, they make a huge difference on a sim's face!) If you’re asking me what my personal favorite is, then... well.. all the ones I listed? :D I couldn’t imagine playing my game without a frickton of cc makeup! If I really had to single one out, though, it’d probably be either MissTiikeri’s pore masks or Trapping’s ‘Subtle Changes’ shading blush.
2. I’m using the SSAO version! There are ways to adjust the amount of blur and depth of field via cheats, here’s the instructions copy-pasted from another ask I got about it some years back:
You can adjust the depth of the blur by typing the letter “o” (without quotation marks) and a number between 0 and 9 into the cheat menu, where the numbers represent the amount of blur: o0 is the most blur and o9 is the least. There is also an option to customize the depth of field: if you want a really shallow DoF, you have to type “dof 1.0 0.5 0.1 0.66″ (without quotation marks) into the cheat menu; and if you want a really strong DoF, the cheat is “dof 0.00000001 0.5 0.1 0.66″. You can adjust the strength of the effect by changing the first digit after “dof” (source).
But even with these setting I’ve often found that the blur is too strong, so I’ve started using a cheat-y workaround: I’ll take two pictures from the same angle, one with Custom Post Effects turned on and one with it turned off, and then blend the two pics in Photoshop to get a subtler effect. That’s the secret behind my ‘clean’ post effects pics! ;)

I’ve been using @dreadpirate‘s Edited Gunmod Radiance Lighting mod ever since it came out! It ticks all my boxes so I’ve never felt the need to move on to another lighting mod! Note that the version I have is quite old, but I'm pretty sure the newer versions are just as good.

Hello, and thank you! ^^ That’s a rather old piccie you dug up there, haha! This mod allows you to place hood deco over streets, and from there it’s just a matter of placing the right deco for the right look. There’s tons of beautiful hood deco objects shared all across the web and I don’t know what you’re looking for specifically, but some good places to start are Criquette-was-here’s Tumblr (and their old MTS profile!), Greatcheesecakepersona, Lowedeus, Driftsatellite, Limonaire, Leoz94, Ousmeo (files kindly reuploaded by Dulcinean-alien!), iCad, Deedee-sims, Doowydoog, Earlypleasantview, Voeille at MTS (and many others I’m likely forgetting to list!)

Thank you. :) As I mentioned, I used Pineapple’s CustomPostEffect mod in the pictures. I got the SSAO version of the mod (not sure if the HBAO version has the sun flare effect). You can refer to this and this post if you need some additional installation instructions, but the gist of it is that you need to put two package files into your Downloads folder and replace your UserStartup.cheat with the one provided in Pineapple’s download, and remove any mods that conflict with it, such as Skyfix, Pond & Sea Water Overhaul and Better Nightlife - all of those are already integrated into the PostEffects mod, so there is no need to duplicate. :) The effect has to be activated in-game via the cheat menu (I explained how to do it in my post that I linked above), and Pineapple also gave some instructions on how to adjust the amount and depth of blur in this post. As for other things used in the pic - there is this cute roadside sign by Chimerical, some hood deco fences by Criquette, this Maxis tree default (the non-default version is here), and the hood horizon and animated clouds that I linked below in reply to Shegamerxo’s wcif. The lot in the pictures is mine, but it’s nothing to write home about - it’s the mods mentioned above that are the real stars of the show.

It’s Lowedeus’ Great Sky of Totalitarianism, the hood version. :) I combined two sky domes for the picture, the solid one with the pinkish accents + the new moving clouds. Oh, and the lovely horizon is by Greatcheesecakepersona. :) That’s about all the cc I used on that picture, but the results are still pretty impressive.
