Ralsei and Noelle never really interact.
Noelle casts ice magic, including Snowgrave.
Ralsei can use fire magic in Chapter 4, which we had never seen him use before. So at this point, there no way to tell whether he can or can't use ice magic, too.
According to Tea Theory, Ralsei and Noelle may not like each other very much.
Noelle barely remembers Ralsei after Chapter 2. She doesn't even seem to remember his name, just calls him "a boy" when telling Susie about her "dream."
As far as I can remember, Ralsei has never mentioned Noelle outside of Chapter 2. ('Course, he hasn't mentioned Berdly, either, so this may mean nothing.)
If you go way up to the north in the 2nd round of Legend of Tenna, while Tenna's out of the room, Ralsei gets very uneasy about the ice. Susie asks him if he just doesn't like the cold, and Ralsei says, "I guess not." This confirms that the white tiles in the north are meant to be snow and/or ice.
On the same note, Ralsei doesn't appear to have any problems with the snow in the Tenna Battle room. So it's not the temperature that he doesn't like.
According the the prophecy, Noelle likely was supposed to have been the 2nd party member.
Ralsei wore a black hood when he first met Kris and Susie, making himself look like the prince of the dark from the prophecy, who does use fire magic.
The Dark Prince is always shown wearing the black hood, but Ralsei hasn't worn it since he took it off. We don't know what happened to it.
Chaos King wore a black cape the same color as Ralsei's black hood. The cape flew away after the Fun Gang defeated the king, and in the 2021 Fangamer livestream, Toby said of the cape, "cool mantle, bro."
Seam was the first to give the Shadow Mantle a name, saying that it was supposed to be on a shelf in his seap, but it had disappeared.
We don't know who took the Shadow Mantle. The theory is that Chaos King took it to help him against the Lightners, but the similarity between the Mantle and Ralsei's hood is... disturbing. And as we saw when it flew away from the king, it can both shapeshift and just get up and go wherever it wants.
We get the Shadow Mantle for ourselves in the backrooms version of Legend of Tenna, after fighting a mysterious dark creature that uses fire magic.
This same mysterious dark creature has horns that slightly resemble the horns of the prince of the underground in Undertale. Possibly suggesting that Eram is also a prince? A dark prince?
BTW, Eram uses fire magic.
Ralsei's appearance throughout most of Chapter 1 (after he removes the hood) greatly resembles the Black Mage of FF1.
White Hood in the 2nd Round of backrooms LoT strongly resembles both Ralsei in a black hood, and the white mage of FF1.
White Hood casts Snowgrave, like Noelle- and again, in the LoT backrooms, where Ralsei was afraid to go.
The only way to progress in Round 3 of backrooms LoT, and to reach Eram, is to kill both Susie and Ralsei.
