For fic research purposes, a question for anybody knowing a bit about the chain of commands in the US Navy:
Who would be ranked higher than the COMPACFLT? Despite the president, who is the highest ranking officer of the Navy all together? Basically who "controls" it while still being on active Navy duty? I know the SECNAV must be civilian and has to be off duty for seven (?) years, so that wouldn't work for my fic purposes.
