You know, this whole idea just sounds so... weird to me. Like, what is "Exotic" even supposed to mean here? Exotic compared to who? Who's the baseline here, and why are they considered the base as opposed to anyone else?
I'd imagine the baseline would be unable to command any non-Faith-based supernatural abilities, like magic or psionics. You can't use magic or psionics if you don't already have the innate ability, and you can't really detect the innate gift before it's bloomed. So to accuse someone of being an exotic, you're mostly relying on eyewitness accounts of people using powers or you get the abilities from a supernatural race that can pass it on to others.
There is one major exception for detection (beyond my Observe skill for some odd reason), but you'll probably kill off more normal people than actually detect an Exotic.
You could try to heal them with magical healing. Magical healing only works on magical folk or those who are Faith-conductive; such healing works by using the powers that already exist in them in order to heal.
Doing it to a normal person, well - you're essentially healing from their lifespan since there's no magic to act upon. And you could take decades away from said lifespan just to heal a scratch. Naturally, most mundanes don't survive magical healing if they're incorrectly thought of as supernatural. (also why I am so grateful that I explained to the Nameless Church that my eldest sister, despite her supernatural-appearing martial arts, is a mundane when she got gravely injured two weeks ago).
Un-fun fact. Per Samantha Golden's memories, the purpose of the Templars, back in medieval times, sending missionaries to plague-filled villages wasn't simply just to comfort the sick in their last moments. It was really to beef up their own supernatural arm. Most sick villagers will die from the plague anyway - accelerating that with incompatible magical healing, supposedly painless, could be thought of putting an end to their suffering, and if they find a couple magical children, that's the will of god.
