As opposed to an ordinary cell and ordinary chains, this high level criminal was behind thick kairoseki bars, bound in kairoseki chains that held his arms together in front of himself and his legs together at the ankles, and furthermore --- a number of barrels filled with seawater stood outside his cell, waiting to be splashed upon him should he choose to pose any sort of threat to the safety of the battleship carrying him to his cozy new home. The Navy took this man very seriously.
As such, he was held in the deepest part of the brig of Captain Lyra’s ship and was being personally supervised by the aforementioned commander of the vessel. Her second in command was running the ship up above. Such drastic measures were only employed for the worst of the worst, and Lyra, after having read the secret reports produced on his actions in Alabasta, was confident they were well-earned. So long as he was bound and wet, she should have no problems with him.
“...” The white-haired woman sat on a wooden chair across from his cell, one leg crossed over the other, and her arms crossed over her chest, oceanic gaze resting on him to watch his every move, what little movement he could do. She was shocked that his hook hadn’t been taken from him... but she supposed the Marines who captured him determined that it was either too dangerous to take it from him or that while he was bound in chains, it was harmless. Frankly, Lyra didn’t trust it. Her eyes left his face for a moment to rest upon his hook, looking dull in the muted light of the brig.
