victors who devoted themselves to the capitol always confused finnick odair, although he supposed it was a little more understa- ndable from the career districts one and two. even a certain per- centage of his own district had leanings toward the capitol and he probably would not have thought twice about it, were he never se- lected as part of the games himself.
but the desirable from one and two were often forced into the same situations he was and he did not understand how anybody could spin that into something positive. he knew that teska, a vic- tor even younger than he was when he won his games, joined the ranks of the peacekeepers, which he supposed explained some of her affliction -- and it certainly made him more wary of her than the majority of the other victors ( which was saying something ) .
