Headcanon: Zager explaining to everyone why he stepped down as the head of Team Rocket’s research department. Sebastian’s calm, cool personality is essentially a foil to the prideful, impulsive and short-tempered Namba, placing him in a much better position to keep the other man in check.

Headcanon: Dr. Zager used to be the head of the research department, but he stepped down to focus on his research because he didn’t like dealing with the, uh...stress...of managing the department. Dr. Sebastian assumed the position after him, his calm and collected personality making him a foil to the fiery, eccentric Dr. Namba...and thus, better suited to the role.
