Zekiah used to be an HHT, and went along with it regardless of what he actually thought of Alternia’s laws. In a way he was just as much a victim of the system as he was being one of the ones perpetrating it.
Somewhere along his career he had fallen into forbidden knowledge from his eventual new god Dogma. He grew even more restless with his position and over time his sanity got shot resulting in him stepping down from the position after he removed the chitin and insectoid parts off his body. It was never made exactly clear to the public what happened to him, making the replacement for his position entirely unexplained. The public can probably assume Zekiah dead, and most people probably wouldn’t be able to recognize him nowadays since he looks and carries himself much different.
He currently is the priest for an entity that periodically takes control of his soul. He has to live inside the church, else his mind will fall apart similarly to how he was as the HHT, which is a past he rarely speaks of. Due to the influence from his god and the injuries from his chitin removal, he is perpetually bleeding— but can influence strong hallucinations through his blood in exchange.
He does genuinely want to protect people and knows his faith is a trap— if people know “the truth” then their minds will start to unravel, but to him it’s well worth it if it means making up for his past and keeping everyone safe. A little manipulation goes a long ways.
Thinking about Zekiah, which means I’m thinking about blackbloods, and how they are slotted into the empire’s hypocrisy of “technically mutant but we have a special role for you” category.
Black bloods aren’t very common but those who are born into it are a drone class Troll, the kind that existed before the empire turned Drones into mechanical meat puppets. Typically Drone class Trolls tend to get Very Large and have a lot of chitinous growths or spare insectoid legs growing out of their body. Grub legs typically don’t fall off, either.
Since there is one canonical case of a black blood, being His Honorable Tyranny, I’m making that the caste-specific role for black bloods. I’m going to treat the position of His Honorable Tyranny (HHT) as the Grand Judge. The judge you go to when the regional clowns and nobles can’t come to a decision on a court case, or if it’s A Big Case that the imperial government has to be involved in. Kind of like the US Supreme Court except with only one guy and incredibly influenced by the empire so you’re fucked anyway.
Like with clown judges, HHT also cannibalizes the guilty person or persons, often acting as sole judge, jury, and executioner. HHT is The Voice of the empire’s control over Alternia and any other planet they’re employed on.
Whether or not they want to be the Voice, or agree with the values of the empire, is an entirely different story.

I’m not sure if he has the ability before becoming Dogma’s host and it just got amplified , or obtained it after, but he can use his blood to make others hallucinate. Sound, touch, sight, anything of the senses. He can control which type of sense and what you experience, as well as its strength, though generally the more he bleeds the stronger it gets. He also cannot pinpoint targets, meaning a single drop of blood can effect an entire room even if he meant for only one person to experience something.
Dogma doesn’t mind using this a lot, Zekiah however tries to use it more responsibly— which is a little hard when he’s passively bleeding All. The. Time. This doesn’t effect him too negatively. Just God Things ya know how it can be.
