Whenever a card changes zones, it becomes a new object with no connection to its previous existence in other zones.

This would be true if we were talking about something like Oblivion Ring that has a separate ability to return the card to the battlefield, but Stasis Snare only has a single ability that moves the card for as long as Stasis Snare is on the battlefield.

When Stasis Snare’s triggered ability resolves it tries to send the card to the exile zone, but in this case our commander is sent to the command zone instead. It never goes to the exile zone. 

Stasis Snare’s ability knows where the card it moved is, as long as it’s in the first zone it was sent to and hasn’t changed zones again (or been exiled again while in exile and thus become a new object). As long as the commander hasn’t left the command zone (i.e. as long as you didn’t cast it again), then Stasis Snare’s ability will be able to return it to the battlefield when the duration ends.

Also, Gatherer rulings aren’t rules. In basically every case other than this one, that ruling is correct and is just avoiding splitting hairs to make it easier for the vast majority of readers to understand.

If I have Debtor's Knell and Sheoldred on the board and only Sidisi, Undead Visier in the graveyard at the beginning of my upkeep, do I get to revive her twice if I exploit her after the first time? Or does the 2nd effect fizzle?

The second ability to resolve will be countered because Sidisi changed zones. The Sidisi in the graveyard at that time isn’t the same game object that the ability targeted.

If an opponent has the new Lilliana emblem out and kills one of my creatures, I understand that the creature will return to the battlefield from my graveyard. But what happens if I use something like Mistveil Plains and a shuffle effect to hide it in my library? Or if it ends up in my hand, or if I delve it away? The emblem doesn't specify shuffling a library after finding it or anything, so what would happen?

If the creature card leaves your graveyard, the emblem won’t be able to find it in the new zone when its delayed trigger resolves. Nothing happens in this case. The creature card is safe in whatever zone it moved to.

So im getting into commander, and so i want to play 'Szadek, Lord or Secrets' and i attack and gain +5/+5 from his attack but he dies, does his +5/+5 counters stay with him when i play him from the command tower again or do the counters get destroyed?

When a permanent changes zones, it becomes a new object and thus doesn’t keep any counters it had in its previous zone. 

(Skullbriar, the Walking Grave is the only exception to this.)
