I think Kyouka would honestly be the biggest Atsulucy shipper. This would only be once she's warmed up to Lucy, but after their initial mistrust of each other, I think Kyouka and Lucy quickly become friends.
She sees that both Atsushi and Lucy have a crush on each other and that neither of them realize it's reciprocated. (Part of her wonders if Atsushi even realizes he own crush sometimes.) So decides that if they're not going to get together themselves, she's going to do it for them.
Kyouka studies for this by watching romance dramas and anime, she's taking notes of tropes and scenarios she thinks she could arrange. Her bunny plush is her assistant and is very terrible at taking notes. She's definitely not getting invested in the shows, at all. (She is)
She starts inviting Lucy around to her and Atsushi's dorm for meals together or craft nights. Which sends Atsushi into a panicky spiral because he doesn't know how to host, he doesn't know what food or drinks he should be providing, what entertainment he should provide. He ends up going to Kunikida for advice.
And because Kunikida's teaching Atsushi the proper way to treat guests, Dazai somehow ends up involved. Only unlike Kunikida, Dazai sees the real operation going on here and decides to get help Kyouka with her plans. After all, he is a romance expert!
Thus ensues a series of increasingly chaotic and cliche 'secret dates' that Kyouka and Dazai keep setting an oblivious Atsushi and Lucy up on.
