While watching Kill the Moon (S08E07) on Sunday, I heard Clara say she has a ‘duty of care’ for Courtney, and it once again reminded me of what the Doctor says to her in the TARDIS in Under the Lake (S09E03).

Throughout Series 8, Clara put herself in charge of those she felt needed to be cared for, and that included the Doctor himself (from Into the Dalek: “I’m his carer.”). But after losing Danny and developing a recklessness to travel and jump into action, the Doctor realizes she’s becoming too wild, more so than him. By the time we reach Under the Lake, he’s already witnessed another supposed death of hers (The Magician’s Apprentice), and he’s feeling he now must take up the ‘duty of care’ for her.
