This is the last segment which will make any use of nicolaswilde's art, as this is where the additional art in the rough cut stopped- save for the finale, but that's getting redrawn from the ground up. In any case, it depicts Nancy (of Goetz tech, the company that manufacturs the original TAME collars and now, the New Collars) demanding that Baarney (A media CEO) control how he depict the ensuing riots that followed after the introduction of the New Collar. Nancy is attempting to track down Judy Hopps via surveillance, as she suspects the rabbit has something up her sleeve. Additional art by Jcrimson, as I wanted to show a bit of Nancy actually tracking Judy. That's how she'll later find her in the rough cut, I just wanted to show it a bit to build menace.

They met a coyote (reese) on the train, and he's trying to argue that it doesn't count, because he is collared.

I decided this segment could use a segue into the next scene, so I commissioned one, and gave Buford an assistant to inform him about his rabbit foe. If you recall, buford in particular is prejudiced against rabbits, especially rabbits coming into Zootopia. "If you let the rabbit leave the burrows, they will bring the burrows with them."
