St. Vladek's Courthouse looms over as a symbol of justice within Empire City. Every trial for every criminal is held inside its black and hideous walls. To any individual new to the city, it must portent a gruesome fate for whomever is unfortunate enough to find himself on the dock.
But citizens know better! Judge Turnip is Empire's kindly resident judge presiding over every case. He ponders considerably and decides fairly on every sentence. He is even the voucher for the courthouse's temporary lodger: Harvey Dent aka Two-Face. It was Turnip's idea to house Dent at the house of justice during his imprisonment as a form of experimental therapy. Witnessing Turnip's fair judgment might do Harvey some good as his mind battles itself over the concept of justice. As he shows improvement, he even serves council to Turnip during some cases. Things are looking up for Harvey Dent!

The Empire City Fire Department. The heroic firefighters risk their lives every day to keep the citizens safe. Meet the Emergency Response Squad or say hi to Chief Ohara and his son Patrick.
In the shadow of his father, a legendary fighter of fires, the expectations are high for Pat. He doesn't want to let down the Ohara legacy. His chance came with a series of arsons sweeping the city like wildfire (yeah I know, shut up). Patrick made a name for himself by responding the fastest; he's been credited with putting out three fires over a one month period. The police aren't any closer to catching the mysterious Firebug responsible for these blazes, but an anonymous contributor outside the police has been dropping off evidence showing that Patrick may be more connected to the fires than just putting them out...
The Emergency Response Squad is made up of the most elite fighters who leap into towering infernos without hesitation. Captain Joe does his best every day to lead the team in the war on things spreading like wildfire. His loyal team consist of himself, brave and strong, Claire the vivacious and intelligent lieutenant, Steve the deliberate and supportive sergeant, and Benjamin the disgraced formal army corporal. Ben was dishonorably discharged for - so says his record - "crimes against humanity." He'll never talk about it if you ask him, but everyone knows he wakes up in the night screaming; his voice is hoarse and eyes are sunken in the mornings. Also he wakes up screaming from naps at the station. Ben's a nice guy though, and was given a chance by the kindly Chief Ohara who knew his expertise in dangerous situations was invaluable. He loves helping people and keeps tabs on every person he's pulled out a burning building, just to make sure he's making a good impact in this world. Making up for his past. Still though when he's on the job, the glow of that fire is enticing, and he knows he would deserve its embrace like an instrument of divine retribution rendering him from his sinful vessel. It's a battle every day not to strip from his protective garments and be baptized in cleansing flame.
