cicero never should've been allowed to be a veilwarden let alone the veilwarden of vigilance. i mean they didn't even MAKE him to BE a veilwarden. and THEN Ilya gives him the fucking spear of the watchers???? ONLY TO TAKE IT AWAY TO GIVE TO THE VESSELS??? if you ask me, there always should've been a veilwarden of retribution, but nooooooo that would make things actually BALANCED.
