The Wiggler model used in Super Mario 64 DS and Mario Kart DS uses a combination of billboarding (2D images that always turn toward the camera to create the illusion of a 3D object) and regular 3D geometry for its body segments.
Top: from the front, the 2D yellow disks making up the body segments turn toward the camera, giving the impression of roundness that is also assisted by the orange spot pattern.
Bottom: however, from the side, the true construction becomes visible. The segments are 2D billboards, but the spots are actually part of a 3D mesh that envelops the space where the segments would be if they were actual 3D models.
As such, the Wiggler's body is 2D while his spots are 3D.
