Wanted: A Doomed Romance/Double (Time) Agent
This Double Agent man is originally from the Time Agency, but his mission is to infiltrate the Rogues to try to learn their secrets. He partners up with a Rogue named Mara Evans. She's also a double agent; her mission is to infiltrate Torchwood London on Earth during the day, though there is plenty opportunity to go on missions and whatnot otherwise via time travel. That's where The Man comes in. The double agent Mara won't see another double agent coming, even though she considers herself quite clever. Their relationship will be tumultuous, as Mara doesn't really get along with anybody and resents having a partner. But eventually, she comes around, and even develops feelings for the Man. They'll have a physical relationship, but whether or not he returns actual feelings for her is up to you. Of course, there will be great conflict later on down the road. He's not a Rogue, and he's still loyal to his original mission. But how does Mara factor into that plan now?
