Lore:

R disguises as a deity, and acts like a guardian angel. Why? Well she makes deals with people. Specifically, people filled with hatred. Her deal is; She'll give them revenge on as many people they want, and she gets to be their hatred. Simple as that.

When they accept, R kills the person/people the person wants revenge on, to gain their trust. Then, when the person lets her in, now being their new hatred, she controls them, making them her puppet.

As for why R needs puppets in the first place, we are not certain. Thought, the most likely reason is that she torments her puppets.

Silly Lore:

Outside her gorey act, she is quite sweet to the ones she's close with. That being L, another depiction of hatred. Yes, R does mess with L from time to time, but it's all friendly mess.
