i'm leaning toward that this is chloe imagining lucifer's return which is why she was holding the necklace at the penthouse OR if it is michael she figured out it isn't lucifer and is playing him and is using the bullet necklace as strength. either way, i don't see it as bad news! (& for the record, lucifer wears an outfit like this when he faces michael [example] as well so i'm not reading into it too much.)
