Snake Man is either a very difficult fight or a very easy one depending on your strategy and chip folder. The big issue is that the snakes, distance, and the gap in front of Snake Man mean only a handful of chips will actually be able to strike, nevermind the fact that if you remain in the same row as this boss for more than an instant, it goes into hiding in its jar.
Still, once you figure out what kind of chips you have to hurt him and also how to use his well-telegraphed attacks to hit him with slower attacks, this boss is pretty easy even in V3.
After getting our passport back, we learn a millionaire bought a lot of Electopian Battle Chips recently, so we track down jewelry store patron and classy lady Ms. Millions, who apparently has that much money to throw around that she's willing to give us back something worth half a million zeny just for a little excitement.
I won't even bother showing us getting the passport back because it's boring.

well, I won't spoil it yet if you've never seen it before but there's something extremely valuable here.

Thunder Man is one of the biggest pains in the ass in the series.
First off, he hangs around in the back row, leaving only so many attacks that can actually hit him. His clouds also have a bad habit of getting in the way of his attacks - or him, which causes his movement to be disrupted and throwing off the timing of longer-delay attacks.
Also, if the clouds have to stop because of you, they proceed to electrify nearby panels, which can be tough to dodge in a corner if another cloud is moving in already.
Also Thunder Man does other stuff to zone you off further, including creating electric balls that fire from the clouds and raining thunder down directly on your position while his jackass clouds are getting in your way.
He's not so bad in v1 but god v3 is one of the hardest S ranks in this game simply because fighting him without getting hit is really, really difficult.
I'm rather fond of Raoul for a minor character. Point is, unlike most sections of the game, this stretch actually has a couple mandatory boss battles without an accompanying dungeon, and the first one is Thunder Man.
The Undernet, you say?
That's hardly a rare chip given you should have gotten tonnes of them by now, but depending on your situation, it might actually be a bit tricky to get your hands on. Mostly because your entire spare chip collection was stolen.
Of course, if you fought Mr. Famous earlier, he gave you an entire second folder that should have Guard * in it; just get a new chip by jacking into anything in the area and fighting for a bit, then swap the Guard * out of that folder, and blam. That's by far the easiest way.
Well that was quick.
Which is good this entire segment isn't really much in the way of actual character development and is basically an excuse to lengthen the game time before the next stage.

If you couldn't tell, Netopia is actually supposed to be (an incredibly stereotypical portrayl of) America with a light dash of England. Thus, it of course has to come complete with its own ghetto.
