Sometimes, in old samurai fights, at the end of a great battle that has taken many lives, survivors, stick their swords to commemorate the fallen.  Law was giving Luffy his respect for the death of his brother, as you can see also in the funeral of Whitebeard and Ace when Shanks crew and Marco’s friends and put their swords beside their graves
