Though constituting an absolute numerical minority in terms of population, tribal peoples occupy the majority of the land area [in Siberia]. This situation underlies the fundamental conflict in policy making: natural resource development benefits the non-native majority living in the cities at the expense of the native minority living on the land. Despite assurances in the new constitution, native Siberians today find themselves without any distinctive legal status - simply ethnic citizens, without recognition for their claims to their traditional land, without any effective political representation, without any administrative structure dedicated to their interests, and victims of the prioritisation of industrial development over cultural conservation. In short … Siberia’s indigenous peoples are in a very poor position to protect their traditional cultures and to make effective choices about their future. Their fate is being decided by coalitions of industry and government.

Soviet collapse felt among wildlife

The socioeconomic shocks following the collapse of the Soviet Union also affected the region’s wildlife, researchers have suggested.

A study of large mammal species in Russia found that most experienced a sharp decline in numbers from 1991.

The authors said likely reasons for the declines were poaching and the erosion of wildlife protection enforcement.
