I know the situation is dire but you can't force someone who is not made for battle / doesn't want to to learn and when they refuse you go "oh, must be Ranach trait".
Maybe offer her to teach her something else? Like medicine? And maybe then, when she's not pushed into something she doesn't want, she might reconsider learning self defense without feeling like a weapon?
