Let’s draw your attention to the first picture, shall we? Puck is very clearly holding his hand out for Quinn to take, but she keeps them on her hips (probably as some kind of defense mechanism) thinking that Puck will give up eventually.

Now, the second picture. Their hands aren’t visible, but it’s obvious that their arms are touching, presumably all the way down to their hands, which are entangled. Plus, he’s giving her a smile that says “I knew I’d get you to cave.”

So, to answer the “are they or aren’t they” that this picture has stemmed, I’ll be the first to say that yes, I’m pretty sure they’re holding hands.
