SCP Foundation Department of Upper Administration
The Department of Upper Administration is the ruling body of the SCP Foundation of Reality 314-Hope.
It consists of four parts: The O5 Council, The Ethics Committee, the RAISA, and the Office of the Administrator.
Upper Administration works off a system of Checks and Balances, where in a decision made by any of the primary ruiling groups can only be overruled by a joint decision of the other two.
For example, if the Ethics Committee makes a decision and the Administrator disagrees with it, the O5 Council will vote to overturn. If the O5 Council disagrees with the Ethics Committee, or vice versa.
A decision made by the Administrator requires both the Ethics Committee and the O5 Council to overturn.
