Not art. Chairs, carpets, light fittings etc in art galleries? Art. People inside are galleries? Art. Everything outside art galleries? Not art. This is predicted to cause no problems and upset nobody. In a related update everything currently inside a restaurant has been categorised as 'food' so watch out.
