Ran all Michigan import files through tool, and ran expectations

Identified issues on four files

Will need to call two counties to verify precincts

Two counties have precincts from cities that cross county borders - will need to discuss convention with team.

Loaded and ran Alabama expectations gist

Note script creates new expectations, will need to edit before using to update existing expectations
