the way i see it there are 5 options
he for some reason already owned this fancy vest which he kept hidden in his room at the jedi temple just WAITING for the perfect opportunity to wear it
the council made him go shopping at the space mall and he picked out the fanciest thing he could afford bc he wanted to impress padme
the council did not trust him to go shopping at the space mall by himself so they made obi wan take him to the space mall and buy him this fancy vest which anakin picked out bc it was the fanciest thing obi wan could afford and he wanted to impress padme
padme took him to the space mall and bought him this fancy vest bc she wanted him to keep up with the Looks she was serving
padme hired her personal tailor (you know she has one) to measure anakin for a custom made outfit that’s supposed to be a refugee disguise but actually cost a few thousand credits probably bc she wanted him to keep up with the Looks she was serving
i’m thinking padme had to have been involved somehow because look at that vest. it is way too fancy for anakin or obi wan or any other jedi to have picked out. that bold pattern has padme written all over it. now i’m imagining an au where anakin leaves the order from the get go so that he can become padme’s trophy husband and padme buys him so many fancy outfits bc his one (1) set of jedi robes just won’t do for his new role as senatorial arm candy
