A small headcannon/theory of mine;

Mr. Shade is actually quite literally brain dead. Like, his body is alive, but his mind has long since vacated the premises between all the revive tokens and other things that have happened at Urbanshade. A corpse with a beating heart, sort of like the Rotten Coral Zombies in Operation: Heartburn.

As for who's actually running the whole show now, well, it should be obvious. It's Navi. Some of the more senior Guardsmen and Staff know this, but either don't care because they're getting their paycheck, or actually like their new boss. The ones that don't know are usually kept in the dark so they don't know what's going on

I like that theory bc it gives me this mental image
