smth important about luke is that he's angry. he's fucking angry during a lot of new vegas. getting shot by benny along with the looming threat of the legion + the potential of reuniting with gideon sets him severely on edge, resulting in a short fuse and a lot more random outbursts. it didn't suddenly manifest because the delivery went wrong, this is something that's been building pretty much since he left the boneyard. just before, he had sadie and the other couriers and generally his good nature and desire to help others won out. the closer he gets to vegas, the more he becomes entrenched in this local conflict, he slips further and further into paranoia and nihilism and that red hot anger.

elaborating on this further, ashley is certainly someone that comes off as strange and a little bit of a loose cannon upon first meeting. it’s pretty easy to tell that he’s not all there (the thousand yard stare, his reluctance to talk) and the rubber gloves + smell of static around him certainly doesn’t help. it’s something he dealt with the raiders for the whole time he was with them, having to prove that he could be useful to them by finding worthwhile pieces of scrap so that they didn’t drop him like a dead weight. he is very smart and very capable, but people assume he’s dumb or dishonest from his skittish demeanour and the way he talks. he shortens words and doesn’t enunciate very well so his speech is a bit slurred.

there's a couple months between the second battle of hoover dam and the ncr senate officially revoking luke's citizenship so in that time, luke still spends most of his time around vegas attempting to help pick up the pieces. he hardly knows what he's doing though so most of it is just facilitating talks between all the different groups and dissociating through half of them because he's still thinking about his fight with gideon in the legion camp.
