You don't stop the blood flow! Never! Well, unless you're trying to actively kill your partner, but that's homicide not sex. You control the breathing, you press on the throat, on the trachea (wind pipe) and you still do it delicately or you'll crush it and again it's homicide. (and possibly do it for ten seconds top).
Seriously, spread the thing, write it right, because I keep seeing things that if tried would lead to brain damage! Don't ever stop the blood flood to the brain! That's not even pleasurable! Chocking is about breathing and still you should do it only if you know what you're doing or you'll cause damage to the throat. Real life isn't a fic or a movie. Sex in real life is very different and you shouldn't experiment with this kind of kinks if inexperienced.
Also: never try sexual asphyxiation when alone, maybe hanging yourself to something! It sounds sexy, it ends in the hospital if you're lucky, at the cemetery of you aren't. Actually, even if it's not about sex, never, ever tie something to your neck!
