The red scarf in series 1 was part of the optical allusion regarding danger, you'll notice there are lots of red items (clocks, pens, scarf etc) around Ripper suspects. So Kent being denoted in red is adding to the growing threat associated with him.
thanks for messaging! yeah I watched the behind the scenes when the writers were dissecting the colour palette of s1 and how it was mostly greens and yellows - which are murder to colour thanks writers! - to reflect the ripper time period and how they added red to the objects you mentioned, so the fact it's shown on kent in s4 is pretty hinting at his decline. like how the s2 colouring was that to represent the 60's maybe s4's hues of blue and gray was to maybe symbolise the whole saintly aspect of s4? i dunno.
