I think it bears asking: why does Juri still wear the locket after Shiori's Black Rose duel?
Her behavior towards Shiori makes it clear that she fully understands Shiori's cruelty and cannot bear to be near her. In other words, Juri's love for Shiori can only be eternal and unconditional if Shiori isn't actually around. It has to be a love defined by distance because up close, Shiori's thorns are just too sharp.
Yet, despite all that, she persists. I think it's a false completion. In order to be a full person, you have to have a heart. But Juri's noble persona is a little too perfect for that heart to be worn on her sleeve, and her lesbian sexuality is too taboo to display in public like Saionji or Touga. The only place her love can exist in a place like Ohtori is in a coffin. Sealed and gathering dust.
Shiori is the perfect love for Juri, who cannot bring herself to believe that she could walk around like Utena does with Anthy. A love she can allow herself to feel as long as it's hidden, and that she will never even need to bring into the light because of how Shiori is. It lets her feel all the things she longs for without being exposed to the hatred of others and losing status.
And that's the part I wanted to get to. We often call Shiori cruel, a bitch, a manipulator. But her breakdown in Mikage's elevator is real. "Why does she always look at me like that?" is a real cry of despair. Juri's love forces Shiori to act as both princess and witch. Desired constantly but openly denied, what is Shiori supposed to do but break herself against Juri's unbreakable shell? How is she supposed to respond to a twisted, judgmental, eternal love like that? What if the most amazing person you ever knew looked at you and said, "I love you, but you could never be my princess"? What kind of person would you become?
Shiori Takatsuki and Juri Arisugawa. The worst couple in Ohtori that isn't groomer and groomed by FAR. And us fans sharpen our swords of hate for the one in the background, not the prince in front. Makes you think.
