Depends. Are you taking an omnipresent voice? Or are you mainly following one character?

For setting a scene, focus on the five senses. Sight is easy, but you can really bring a reader IN if you bring smell and sound into the scene. Take a House Fire for example. You can describe how thick the smoke is, how it’s coating your lungs and making it difficult to breath, how the glow of the flames is a visible and present terror. The smell of burning wood and plastic...

That’s of course a super specific description but you get the gist.
