If I recall the science, to generate the maximum Electro Magnetic Pulse Effect over the widest area. You would need a bomb that detonated at an altitude of about 60 miles. That could generate a pulse of something on the order of 50 thousand volts per metre. That could potentially be very davastating to contemporary civilian infrastructure.
