In this issue, Batman is contacted by a secret agency to help find a human bomb that was contained within the agency and which, with the help of an agent, managed to escape and plans to blow up Gotham.
Throughout the time Batman spends with Officer Kelly, the officer calls the human bomb names like freak, creature, and even devil. Batman ignores him and refuses to participate in the dehumanization.
The search becomes much easier after small, contained explosions begin to occur near Batman, guiding him. Batman follows them.
The agreement with Kelly was that he wouldn't try to fight the human bomb or disarm it, but only find them and call his men to deal with it. But at this point, Batman is suspicious of Kelly and disobeys.
Batman finally finds them, strapped and contained in a protective suit and connected to machines. They tell Batman that they were expecting him, that they had heard stories about him, and that he seems much less frightening and softer than they had thought.
He find out that the human bomb is an innocent eighteen-year-old woman named Rebecca, kidnapped and held prisoner by the army to study her metagene to potentially create weapons. They manage to escape togethe from Kelly's men.
They watch the sunset and Rebecca tells him her story, she tells that she will eventually need to return to the base, she's too dangerous to be free.
Batman begins making promises that he will make a deal with the agency, that they will no longer treat her as if she were subhuman, that they will have to let her go out when she feels like it.
Batman fights again against some agents who were looking for them, wanting to take her back. Batman tells them that he is allowing her at least one full day of freedom, but one of the agents explains that without the machines that were connected to her at the base, Rebecca cannot survive.
Batman then returns to where he and Rebecca were and begs her to go back to base, saying that she won't have much time left alive there. But Rebecca knew all of this and had already made her choice.
She dies holding his hand.
