why has my school needed to have the actual fire department show up twice for fire alarms being set off?

like. 2 years ago a freshman left a latex glove on a hot plate and set it on actual fire that my chem teacher had to put out with an extinguisher

and this week, everyone had to evacuate for the alarm getting set off from some steam (I have no other information)

Is this normal at other schools?
