Was about to rain but this one cloud was sticking out so I got a picture (the dark smudges near the powerline are from the window I got the photo from, not part of the clouds)

That's a pannus! When a cloud gets dense enough to rain, sometimes it'll try to rain and either send out a chunk of cloud, or what little water gets released immediately reforms into little ragged cloud pieces.
