Generally speaking, USPS requires 10 units to every individual mail box. Additional codes may apply to your building in some situations. Do not worry too much about trying to figure out the codes. You want to invest in either surface mounted units or rotary mail centers with rotating horizontal mail boxes contained in a cabinet. The choice between the two normally depends on the number of individual apartments in your building. If you have only a relative few units with very large, luxury floor plans, you may want to go with front loading, surface mounted vertical mail boxes. If you have more tenants, then a rotary mail center may be better for you. The advantage to a rotary center is you can place it anywhere in your lobby regardless of your existing wall space. The units rotate as a group 180 degrees so that they can be loaded from the back by the mail carrier.
Best is a relative term. Vertical mail boxes do provide more storage space and are easier for mail carriers to access. Larger mail can fit into the slots without being bent, so tenants tend to appreciate this. Not all buildings with vertical mail units are small, however. Some have plenty of wall space in which to build a larger than usual mail center. Others are, like the example above, buildings with very large luxury apartments that have fewer actual tenants to service.
