In Will’s defense, I think it’s pretty clear that Hannibal didn’t realize he was capable of love, either. He thinks Will is a curiosity, then perhaps a friend, but we know he uses other people’s romantic interest as a tool to manipulate them - it’s a game, it’s beneath him - so he doesn’t recognize that’s what his relationship with Will is until it’s too late and he’s crying in front of Bedelia and Will breaks his heart and he is so shocked by the violence of that betrayal (and the weakness it indicates) that he tries to shut it down entirely, burying his emotions under old habits (extravagance, murder, waxing poetic in a place he is deeply nostalgic for from Before Will). No wonder Will couldn’t figure it out before. Even when Hannibal was trying to let Will “see” him, that’s not what he was trying to let him see.

This line to Alana could very easily have been repeated to Will in the Red Dragon arc.
