Good minds liker Major Howard Colvin are rare in our society. The people who actually come up with experiments and try to think out of the box will soon be shut down like they did Mr. Colvin

Even tho the Hamsterdam project wasn't the finest but it did good to the community. We can't deny that.

His experiment on the corner boys in season 4 was legit and could actually benefit the lost boys in the screwed educational system. And that was proved right.
