Before the Curse:

Unlike the other Lost Ones, Peter was born of Neverland; it was said that his imagination had created the world itself and that he controlled it. But as he grew, he became lonely and used the Shadow to bring other boys to him who had been left orphaned. For a time that was enough, but as time continued to pass he grew more and more bitter and his dreams became more vivid.

Soon, he began to bring boys that believed rather than just ones who had been orphaned like him. As the Guardian of Neverland and magic he began to seek the one in his dreams.

During the Curse:

Sensing that time was growing closer he created a group called the Home Office to seek out magic for his own purposes. So elaborate was the group that no one ever realized they were working for one that held such magic that he could create a world from it.

After the Curse:

At last having found the boy from his dreams he had Tamara and Greg bring the boy to the island rather than use the shadow. Now he attempts to lure Henry to his own plan by playing to his sense of adventure and his need to be a hero like the family he comes from.
