Heck, Descent was working on a way to disarm it.

All the talk with Avenger was supposed to be stalling and trying to buy time, what ended up happening was Nightmare stepping in before any of the plans he had in place could come to fruition… and in doing so, she broke Arcel’s confidence to actually do anything relating to running Moon City, since he was not among those who passed the test.

… though actually looking at this whole thing from an outsiders perspective… it all seems kind of out of left field, but eh. *shrug*… back to my rock I go…

The problem is that you outright denied Avenger’s request. When her hoof moved to the button, that’s what would have been a mighty big explosion. The fact that she wasn’t aiming to kill any of you is the only thing that stopped her from pushing it.

No harm. I understand if some people might not like this sort of thing.

The council could have succeeded, by either:

A) Removing the threat of the bomb directly.

B) Giving in to the Avenger’s demands.

If they had agreed to do B, Nightmare Moon would have stepped in before any actual harm was done to them, and would have accepted the willingness to sacrifice themselves for Moon City to be passing the test.
