Munakata Reisi: The current Blue King. During Side:Blue is taking over and reforming Scepter 4, an organisation concerning those with special powers. He handles the members like chess pieces but also says they are part of himself. Much of his thoughts and actions remain a mystery. (CV／杉田智和)
Zenjou Gouki: Once known as the Zenjou the Ogre, a one armed swordsmaster. He was a member of the previous Blue King’s Scepter 4 and a survivor of the Kagutsu Incident, but now stays in the General Affairs’ Files Room, keeping an eye on the current Blue King, Munakata. (CV／津田健次郎)
Kusuhara Takeru: Scepter 4′s cheerful and well liked new recruit. During the restructuring of the organisation, he was transferred from the combat unit to the Files Room but showed good results under Zenjou the Ogre’s discipleship. Eventually he was involved in “that moment” which influenced the Blue King, Munakata’s destiny. (CV／土屋神葉)
Habari Jin: The previous Blue King that led the old Scepter 4. A man clear as the blue sky. His clashes with the Red King, Kagutsu Genji, brought about the Kagutsu Incident but some of the details surrounding his death have yet to be made known… (CV／神谷浩史)
Shiotsu Gen: A leader of the previous Scepter 4. The previous Blue King, Habari Jin’s right hand man who managed Scepter 4′s activities. He has excellent fighting strength but is often at the mercy of Habari and Zenjou’s instinctual conduct. (CV／前野智昭)
Awashima Seri: The current vice captain of Scepter 4. Having a serious personality and the most fighting strength in Scepter 4, she seems unapproachable but sometimes shows an unexpectedly kind side. [Omitted]. She loves anko. (CV／沢城みゆき)
Fushimi Saruhiko: A member of Scepter 4 with a unique history of originally being in the Red Clan, Homura. Within the Special Ops Squad, he is generally responsible for information gathering support. He stands out due to his criticizing behaviour towards the Blue King, Munakata Reisi, but also for his appointment as his confidant. (CV／宮野真守)
