It would be like. Fucking Insane for Tolerance to plan to kill the singular animal diplomat in front of thousands of hominids. To not say anything when parabola said they'll integrate at the end of the delegation. To not vaguely hint that Parabola shouldn't do this before the next meeting, give him no warnings to not continue for his own safety. To not assassinate parabola BEFORE being dragged to hominid civilization, which he hates. To wait until he is up ON A STAGE, giving a speech, to do it. To not grab an alembic that would silence or incapacitate him knowing that he would need to be silenced. It would also mean we saw LITERALLY ZERO panels hinting at build up or ulterior motives from Tolerance at any point prior to parabola being assassinated. Not even a panel of him moving his wing or looking serious and intent before this point indicating he was ready to strike. He looks shocked, horrified, and not at all poised to strike, he's in the shadows behind the curtain instead of within striking range, he comes rushing over to Parabola's dead body to see if he's alright with a bunch of hominids. There's just like a ton of reasons why it wouldn't make sense from a technical story structure standpoint or a canonical standpoint.

These interactions indicate that Tolerance doesn't seem to have an issue with moving forward with integrating (confusingly), but also that he does seem to care about his fellow citizen's well-being. He even says to continue this to the end when parabola doubts actually integrating. Like, he doesn't WANT to be a murderer, much less one that decapitates a defenseless diplomat in the most barbaric ostentatious manner possible.

It's NofNA so maybe that was the intent of the author but it would just be nonsensical on so many levels.
