In brief, when your web browser asks a web server for content, the two parties engage in a process called "content negotiation".
As part of this process, the request sent by your browser includes one or more "Accept headers", which outline what types of content your browser would consider to be acceptable responses to that request.
For example, your browser's request might include the Accept header "Accept-Language: de", indicating that it's expecting to receive a response in German, or the Accept header "Accept: image/jpeg", indicating that it's expecting to get a JPEG image back.
The server may choose to strictly respect the request's Accept headers, treat them as suggestions, or disregard them entirely and send whatever it wants in response to your browser's request. Likewise, if your browser gets back something it didn't expect, it could handle it in a number of different ways.
Error 406 is a server-side error which indicates that the server is unable to produce any content satisfying the Accept headers of your browser's request; the name of the error, "Not Acceptable", is somewhat misleading, because it makes it sound like the request itself was unacceptable, when what it actually means is that the server was unable to produce an acceptable response.
In practice, you'll almost never see this one, because most servers are configured simply to ignore the request's Accept headers and send a default response when confronted with a request they're unable to fulfill. The most likely scenario in which you'll actually receive an error 406 is the scenario in which no default response is available because the web server couldn't find its own configuration file.
