I find the differences between the two apologies fascinating. In the first one, he's actually helping the authorities catch someone he helped put in a position of power. He says he's not the Winter Soldier anymore, distancing himself from his actions when he used to be the Winter Soldier. But it doesn't help, and he's still haunted by his nightmares. When he's faced with making amends to someone who he can see is still reeling from the consequence of his actions, he cannot bring himself to do so. This is not a matter as easy as bringing someone to justice; this offence is grave and its repercussions are permanent. Even though he's not at fault, even though he's not to blame, still it was his fingers that pulled the trigger, and it's only he who can admit to being the one responsible and finally give Yuri closure. But how can he, when his whole process asks him to distance himself from the fact that he was in a way responsible for Yuri's loss, and put the blame on someone who he claims no longer exists?
Sam tells Bucky that he was avenging, not amending by stopping all the people who he had enabled as the Winter Soldier. However, how could avenging work for someone who wasn't even at fault, but just happened to be at the wrong place at the wrong time? He asks Bucky to be of help to the people he had wronged, to give them closure. I know there's a lot of talk about the words 'doing the work', but Bucky has always given signs that he wants to. If Bucky had felt no remorse for the hurt he had caused, if Bucky had been sure he had nothing to apologise for, he wouldn't be having nightmares. He wouldn't be trying to keep Yuri company. Bucky was a victim, and there's no denying that- but he also knows that it doesn't negate the truth that the person on the other side is his victim.
And he does just that. He admits it was him as the Winter Soldier who was responsible for the death of Yuri's son. "And that was me," he admits, overcome with emotion not only because he's owning up to his actions as the Winter Soldier, but it's also him acknowledging that he didn't have a choice in what he was made to do. Yes, he has heard people tell him that all the time, but maybe it's the first time he's saying it out loud himself.
the difference in his amends are definitely a great contrast for his character development in the show, and maybe i’m splitting too many hairs here but i think sam telling him he’s avenging has nothing to do with whether or not he’s at fault, but more to do with how he’s going about his amends. it doesn’t matter that bucky wants to do the work to atone at that point, it’s how he goes about it. sam telling him to “do the work” is the first time someone who cares about him and who he trusts gives it to him straight that he’s avoiding the hard conversations. it’s easy for bucky to use the skills he has to fuck with some dirty politician and get her arrested. it’s not easy for bucky to talk to the people who are left in limbo because of something he did—regardless of whether or not he was forced (see the convo with steve on the jet in civil war; he’s very self-aware in that regard). so while it’s not only important for seeing their friendship develop, sam telling bucky to actually do the work is a huge shift for his own attitude towards his amends and being proactive with them that ends up leading to his conversation with yori.
Nah, I just realized many people on here really don't hang around black people, because we are the most self-deprecating mofos around. There are a couple of TikToks with millions of likes about black people dancing and making culture and the test reads "black people thriving while everyone hates on us for decades". Then I would listen to white people say how they knew their black friends really fucked with them is when they started joking about how jacked up/unhygienic they were. What follows is a declaration that it helped the white person realize how easy they were letting shit slide because nobody would notice the problem with them but that doesn't mean there isn't a problem/insecurity.
If everybody is acting differently around someone with immense trauma and still reacting like they are about to go off, that will not help with the healing journey. What I noticed with the first CA movie is that Steve and Bucky cracked jokes at each other, despite Steve having multiple maladies. When Steve met Sam, the first thing Sam did was make a similar joke to that of Steve/Bucky and Steve immediately relaxed. Seb Stan said the first time Bucky started to feel more comfortable post-Hydra was the iconic moment when he asked Sam to move his seat up and Sam said no. "That was the first time someone acted normal around him." Then we get the callback in FATWS where it looks like Bucky deliberately steps in front of Sam to sit in the passenger seat just so that he can not move his seat up.
And when Sam said about working on the amends and doing right by the victims, that wasn't him telling Bucky he was responsible for the WS's harm. He acknowledged to the victims that it doesn't matter if Bucky wasn't cognizant or did not have autonomy when he was the WS, their loved ones are still dead. We see that displayed when Bucky finally tells Yuri how his son really died and it did not matter how close their friendship was, Yuri did not want to see Bucky again. As a black man in US, Sam will get blamed for crimes he didn't commit or not get a proper apology for any harm done to him. The fandom has proven both points endlessly. Sometimes life isn't fair and the best way to handle that is to cook some food, dance to some music and make jokes about your misery.

karli doesn’t have a key to sam’s house in DC, yet for some reason he is unsurprised to come home one day to see a cloud of red curls hanging off the back of his couch and hearing the theme song to spongebob over the crunch of karli’s cheetos, it’s not her first time using his house as a place to crash
she asks 8485849 questions about how she was accepted into the well respected community college just a few train stops away from sam and gets one answer, “because you deserve it”, and if she cries in sam’s arms until her eyes are puffy and her nose is as red as rudolph’s well that’s her business
sam doesn’t view himself as a father, the best uncle in the world? sure! definitely big brother/mentor material, but he never really saw himself as a father figure, and then he came home during one day in june to a suspiciously expensive rolex with a scribbled note on the back of a CVS receipt for a bag of cool ranch Doritos and hand sanitizer, “glad to have you around lmk if this isn’t your style, returns can be made wink wink - k”
karli can’t cook and sam finds that shameful, “karli you are too damn grown and reckless to be living off chips and cup noodles!” she doesn’t say it but the moments she spends standing shoulder to shoulder with sam, in his warmly lit kitchen with music older than her softly playing in the background are some of her favorites, when she’s ran off to either fight or stretch her legs, her mind always takes her back to shuffling her toes on the linoleum, watching sam with giant anxious eyes as he tests her latest culinary conquest, the release she feels in her chest when he reaches for a high five, “that’s what i’m talking about, kid!”
when sam got violently hurt on a mission karli was in class, while sam was being tossed across the white house lawn by the president, karli was fighting her way out of a campus lockdown to make it to the fight, by the time she got free and made it to the hospital, sam had enough strength to move his uninjured arm for space for karli to cry on his chest and yell at him for not calling her for backup, all for him to tell her she was exactly where she was supposed to be, getting an education
karli found figaro. she walked into sam’s kitchen with a suspiciously large takeout bag from his favorite thai restaurant and a meowing jacket, “you need to eat more and i’m worried about you spending so much time here by yourself”, safe to say she doesn’t know about bucky sneaking in and out of that house whenever she’s at class or her own house, but that’s grown folks’ business and he’s happy to have a cat
